California may soon offer a new option for some electric bike riders, requiring those without existing standard automotive licenses to obtain an e-bike permit.
California Assemblywoman Tasha Boone recently introduced a groundbreaking bill aimed at enhancing safety and infrastructure for young and unlicensed e-bike riders across the state.
The proposed policy aims to prohibit minors under the age of 12 from operating electric bicycles. Riders aged 12 or older without a valid automobile driver’s license may be mandated to complete an online course, pass a written examination, and obtain a state-issued identification card to lawfully operate an electric bicycle.
The proposed law seeks to address concerns surrounding a significant increase in e-bike usage among young riders. Teenagers, drawn to the environmental benefits and thrill of riding, have enthusiastically adopted e-bikes as a reliable mode of transportation to school, friend gatherings, and beyond, gaining independence from parental reliance on cars or public transport.
“E-bikes evoke the essence of liberation, a sentiment coveted by many students and Californians,” said Congresswoman Boerner during a press conference at Earl Warren College. “It’s crucial that we ensure users understand how to safely utilize the foundations of our roads, making informed decisions when interacting with vehicular traffic and pedestrians.”

California’s consideration of a specialized driver’s license for e-bike enthusiasts is no novel concept. The concept was revisited last year but ultimately failed to gain traction during the discussion.
In many Western countries, obtaining an electrical bicycle license is not an unusual concept, as some nations have implemented specific training programs for e-bike riders who either do not possess or are not interested in acquiring a conventional car driver’s license.

To ensure a substantial impact on promoting e-biking among young people, wouldn’t it make more sense to allocate one dollar of public funding for every e-bike license issued, and then invest an additional dollar in incentivizing even more youth to take up the activity? Throughout my entire life, from childhood to adulthood, nothing has inspired more young people to abandon their sofas and venture outdoors than electric bikes. Electrified bicycles have emerged as a vital tool for curbing urban transportation emissions and alleviating congestion in metropolitan areas. While electric vehicle drivers may commend themselves for being eco-friendly, a more fitting tribute would be to acknowledge the substantial impact e-bikes have on urban landscapes – an order of magnitude greater than their own efforts.
