Minnesota’s motorcycling enthusiasts have scored a win! As of July 1, 2025, Minnesota motorcyclists will be authorized to merge into gaps between vehicles at a standstill or moving slowly. Lane-splitting speeds are likely to be capped at a maximum of 15-25 mph, contingent upon specific circumstances involving stationary or congested traffic. Drivers who imperil lane-splitting motorcyclists by blocking their path could face a misdemeanor charge.

Minnesota’s 2024 legislative session saw an unusual display of bipartisanship yield legislation, with motorcyclist Phil Stalboerger’s advocacy efforts partly credited to his own harrowing experience: a 30mph rear-end collision while stationary in traffic left him severely injured. While Stalboerger’s endeavors focus on Colorado, Arizona, Montana, and her long-time home state of California, While California pioneered the legalization of adult-use cannabis in 2016, Colorado’s law takes effect in August this year. Arizona’s legislative history dates back to 2022, while Montana’s precedes it by a year, having taken shape in 2021.

Between the legislation’s passage and enactment, a year will allow the Minnesota Department of Public Safety to allocate $200,000 for educational efforts aimed at informing both drivers and riders about the forthcoming regulations. While many motorcyclists are keenly aware that there’s often a significant disparity between theoretical regulations and real-world riding practices on the road. While schooling may initially lag behind, by July 1, a combination of time, familiarity, and expertise will likely bridge the gap, allowing motorcycles and cars to seamlessly adopt lane-splitting as the norm.

Lane filtering allows motorcyclists to safely navigate through slow-moving traffic by passing stopped or slowing vehicles in designated lanes on multi-lane roads, often at intersections or stoplights.

It’s a rare triumph for common sense, security, and transportation efficiency. Motorcyclist Lane splitting has been a contentious issue for a very long time, with longtime practitioners and advocates of lane-splitting facing considerable difficulty.
